Rework the speaker: sans-I/O FSM, sharded table, RFC 7606, ADD-PATH

The work of the speaker-cleanup branch as one commit; the branch keeps
the step-by-step history.

Sessions
- The state machine is a pure function from events to actions, driven by
  one task per connection. Idle, Connect and Active belong to a dialer
  that keeps configured peers up with backoff.
- Capabilities are negotiated: address families, four-octet AS numbers
  with AS_TRANS and AS4_PATH, route refresh, ADD-PATH per family and
  direction.
- Collision detection per RFC 4271 section 6.8, by address and
  identifier.
- Connections are taken only from configured peers, a few per address.
- A panic in a session is contained and answered with a Cease; a core
  task that stops shuts the server down with a Cease to every peer.
- Writes that make no progress are given up (RFC 9687).

Codec
- Malformed UPDATEs are handled as RFC 7606 says: treat-as-withdraw,
  attribute discard, or session reset, with the NOTIFICATION to send.
- Address families are open types; any can be named and ignored.
- Prefixes are fixed-size values, normalised, with path identifiers.
- Lengths are filled in after writing; one definition of each type code.
- Property tests and fuzz targets for every decoder.

Routing table
- Adj-RIBs-In and Loc-RIB in one sharded table that sessions write to
  directly. Routes are sixteen bytes; attribute sets are interned in
  wire form. Best-path selection per RFC 4271 section 9.1.2.2 with
  deterministic MED.
- A journal per shard lets followers read changes at their own pace;
  one that falls behind is resynchronised.
- On a RIPE RIS dump of 148 peers and 39.3M routes: loaded in 2.0 s on
  12 cores, about 52 bytes a route.

Announcing
- Originated routes come from the configuration. Each session has its
  own exporter with an Adj-RIB-Out, so a slow peer delays only itself.
- Routes to a peer in our own AS have an empty path and a LOCAL_PREF.

Operations
- HTTP status page, JSON API, event stream and Prometheus metrics.
- Benchmarks on synthetic and real tables.

//! The journal: how the rest of the router follows the best routes.
//!
//! Whatever acts on the table's choices (the peers that are sent the best
//! routes, the forwarding table, the status page) has to learn when a best
//! route changes, at its own pace, without the table waiting for it. Each
//! shard keeps a journal for that, and each follower reads it through a
//! [`Reader`].
//!
//! # What the journal holds
//!
//! It records *that* a prefix's best route changed, not what it changed to.
//! A reader that comes to an entry looks the prefix up and is given the best
//! route as it is at that moment. A follower does not want the history; it
//! wants to end up with what the table has now.
//!
//! This is what keeps the journal small. If a prefix changes again before a
//! reader has got to its entry, the older entry no longer says anything: the
//! newer one will deliver the current route. Each row remembers the
//! sequence number of its latest change, an entry with any other number is
//! dead, and dead entries are thrown out when the journal is tidied. So a
//! prefix that flaps a thousand times costs a reader one event, and the
//! journal never has more live entries than the table has prefixes.
//!
//! # Readers that fall behind
//!
//! Entries are dropped once every reader has passed them. A reader that
//! stops reading would hold them all back, so there is a limit: when the
//! journal is too long even after tidying, its oldest half is dropped
//! regardless. A reader that was behind that point is told so the next time
//! it reads ([`Event::Reset`]) and is given the whole table again. Reading
//! too slowly costs the slow reader a resynchronisation; it costs the
//! table, and the other readers, nothing.
//!
//! A new reader starts the same way: `Reset`, every best route, `Synced`,
//! and changes from then on.
//!
//! # All routes, or only the best
//!
//! There are two journals in each shard. One records changes of best route,
//! for followers that want one route for each prefix: the forwarding table,
//! and peers that are sent the best route. The other records every change
//! to any route, for followers that want them all: peers that are sent
//! several routes for a prefix (ADD-PATH, RFC 7911), or a choice made for
//! them alone. A [`Reader`] follows one or the other. The second journal
//! costs nothing while nobody follows it.
//!
//! # Order
//!
//! For any one prefix, a reader is given its states in the order they came
//! about, and always, in the end, the latest. Between prefixes there is no
//! order worth relying on.

//! The routing table: every route every peer has announced, and for each
//! prefix the one chosen as best.
//!
//! This is the Adj-RIBs-In and the Loc-RIB of RFC 4271 §3.2 in one
//! structure, organised by prefix: a prefix's row holds the routes for it
//! from all peers, side by side, and which of them is best. Choosing again
//! after a change looks at one row and nothing else.
//!
//! It is built for a table of hundreds of full feeds, hundreds of millions
//! of routes, taken in on many cores at once:
//!
//! - **A route is small**: sixteen bytes. A pointer to its attribute set,
//! which is shared with every other route that has the same attributes
//! ([`attrs`]), and one word that holds the peer it is from and the first
//! steps of route selection as a single number to compare.
//! - **The table is in shards**, by hash of the prefix, each behind its own
//! lock. A session applies an UPDATE itself, on its own thread, taking
//! the locks of the few shards its prefixes fall in. There is no queue in
//! front of the table and no thread that owns it; sessions that touch
//! different shards do not wait for each other, and one that has to wait
//! is slowed down, which is the back-pressure that is wanted.
//! - **Readers do not stop the table.** Reading takes a shard's lock for
//! reading, one shard at a time, and looks at the rows in place.
//! - **Followers go at their own pace.** What acts on the best routes reads
//! the changes from a [`journal`], and a slow reader holds nothing up.

//! Choosing the best route for a prefix (RFC 4271 §9.1.2.2).
//!
//! The steps, in order. A route wins at the first step where it differs:
//!
//! 1. highest LOCAL_PREF;
//! 2. shortest AS path;
//! 3. lowest ORIGIN;
//! 4. lowest MULTI_EXIT_DISC, among routes from the same neighbouring AS;
//! 5. a route from an external peer over one from an internal peer;
//! 6. the peer with the lowest BGP Identifier;
//! 7. the peer with the lowest address.
//!
//! (The RFC's step between 5 and 6, the interior cost to the next hop, has
//! nothing to compare until there is an IGP to ask.)
//!
//! Steps 1 to 3 are put into one number per route when it is stored,
//! [`preference`]. Most of the time that number alone settles it: a new
//! route with a larger one than the best is the new best, with a smaller
//! one changes nothing, and neither needs a look at any other route. Only a
//! tie goes on to [`choose`], which looks at the whole row, and that begins
//! with a pass over the numbers to find the routes still in the running.
//!
//! [`after_add`], [`after_replace`] and [`after_remove`] are what the table
//! calls when a row has changed. Each says whether the best route is now
//! another, and takes the short way where there is one. They rely on, and
//! keep, one fact about a row: its best route has the highest preference
//! of all its routes.
